Pennsylvania's Medicaid waiver programs allow eligible participants to hire the caregiver of their choosing — and in many cases that caregiver can be a family member or friend. Spouses, legal guardians, representative payees, and a person's power of attorney cannot be the paid caregiver. Most other relatives and friends can.
